Not a dumb question at all. Basically, from my understanding, it’s because of how Russia has divided its own time zones to ensure large areas are in the same time. The same can be said by how Alaska’s time is set. Most of it has to do with the International Date Line being anything but straight. Siberia is -12 hours the next day while this area of Alaska is +9 hours the previous day. The difference is 21 hours. Straight lines would mean that some countries would have parts next to each other one day ahead or behind. Kiribati and Samoa are where things get really interesting. That will probably be an article for a later time. It might be easier to try to figure it out by looking at the map. It took me a while to wrap my head around your exact question when I was researching this.
